They will not charge the handling fee when you do your qualification you only pay one landing for that. Itherwise handling is mandatory. Very interesting approach, and completely understand why the qualification with a local instructor is needed...

Site qualification with a local instructor is mandatory for all pilots wishing to land at LFTZ. The qualification focuses on circuit landmarks, strict avoidance of no-fly zones over Cogolin and Gassin, and handling the challenging approach due to surrounding terrain. The preferred pattern is landing on runway 24 and taking off from runway 6; landing on runway 6 requires a steep turning short final, while takeoff from runway 24 involves a rapid right turn to avoid terrain. Training cannot be conducted between Friday lunch and Sunday evening. The qualification is valid for 2 years, with some sources indicating renewal requirements based on recency of landings. Handling is mandatory except during the initial qualification flight, when only the landing fee applies.
Wind limits are restrictive; operations are not permitted above 15 knots (some sources mention 10 knots in certain directions), and the airfield may close if exceeded. IFR approaches involve a cloudbreak procedure over STP VOR, followed by a visual segment; circling approaches are considered demanding due to terrain and limited visibility of the runway until late in the approach.
Fees are high compared to other regional airports. Example: landing about €90, handling about €90, parking per night about €70, with all fees subject to VAT where applicable. A site training session may cost about €300 plus a landing fee. Fuel is available but expensive.
Ground transport options include taxi or Uber to Saint Tropez center, with prices ranging from about €45 (Uber) to €90 (taxi). No public transport is available from the airport.
