General aviation flights require advance slot and PPR clearance, which is obtained by submitting a detailed set of aircraft and crew documents (including radio certificate and license validity) via the official portal or email. The process is described as administratively demanding but generally functional if all documents are provided individually (not zipped). The PPR number must be included in the flight plan remarks and is specific to the route and date; changes require resubmission. Some reports note delays or lack of response from official contacts, while others describe efficient confirmation within 24–48 hours. Parking availability should be confirmed with airport operations after receiving PPR.
On arrival, handling is mandatory and typically prompt, with handlers meeting aircraft on the apron and assisting with transport to the terminal. Payment for fees is possible by credit card on site. Example: landing plus one night parking about €110; another example: landing plus four nights parking about €110; shorter stays (1–2 nights) have examples ranging from about €60 to €100. A single technical stop for refueling may cost about €40 for landing plus €10 for parking. Fees are considered medium to high for the region but are transparent.
Avgas is available, usually payable in cash or by BP card, with prior inquiry recommended; Jet A1 is available on request. Fuel prices are not included here per instructions. The new apron provides ample parking space.
Ground transport options include a taxi to Tirana city center for about €20–€40 depending on traffic, or an airport shuttle bus departing hourly for a small fee in local currency (LEK); travel time is typically 30 minutes. Money exchange and SIM cards are available in the terminal.
Procedurally, expect possible holding of around 10 minutes during busy periods. Instrument approaches are available, but IFR arrivals may be subject to altitude restrictions from neighboring FIRs; see AIP/NOTAM for details. Administrative requirements are more extensive than at many regional airports, but operational handling is professional and friendly once on site.
